Assisted Housing Stability and Energy and Green Retrofit

Grants and loans will be made available through HUD’s Office of Affordable Housing Preservation (OAHP) for eligible property owners to make energy and green retrofit investments in the property, to ensure the maintenance and preservation of the property, the continued operation and maintenance of energy efficiency technologies, and the timely expenditure of funds. Physical and financial analyses of the properties will be conducted to determine the size of each grant and loan. Incentives will be made available to participating owners. The terms of the grants or loans will include continued affordability agreements. Grant and loan funds must be spent by the receiving property owner within two years. Full detail of how to apply, and grant and loan terms, will be published in a Housing Notice within 60 days of the Recovery Act being signed into law (by April 17, 2009).
Healthy Homes Production Program

The Healthy Homes Production Program is part of HUD�s overall Healthy Homes Initiative launched in 1999. The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. The program builds upon HUD�s successful Lead Hazard Control programs to expand the Department�s efforts to address a variety of high-priority environmental health and safety hazards. Because FY2011 full-year funding has not been appropriated for this program, the availability of any such funding for these programs is contingent upon future Congressional action.
Lead Technical Studies

The overall goal of both the Lead and the Healthy Homes Technical Studies programs is to gain knowledge to improve the efficacy and cost-effectiveness of methods for evaluation and control of lead-based paint and other housing related health and safety hazards. This also supports HUD�s Strategic Goal to utilize housing as a platform for improving the quality of life and health outcomes for those living in HUD-assisted and HUD-regulated housing, and the associated policy priority to build inclusive and sustainable communities by improving the health of community residents while reducing the impact of communities on the environment. The overall goal of the Lead Technical Studies grant program is to gain knowledge to improve the efficacy and cost-effectiveness of methods for evaluation and control of residential lead-based paint hazards.
U.S. Offshore Wind: Technology Development

Rights in Technical Data. Normally, the government has unlimited rights in technical data created under a DOE agreement. Certain technical data first produced under this Award may be specified for delivery within the Rights in Data - General clause, and may also be set forth in the reporting requirements section, both of which will be incorporated into the terms and conditions of the Award. The following provisions apply to Topic Area 2 and Topic Area 3: Special Protected Data Statutes. This program is covered by a special protected data statute. The provisions of the statute provide for the protection from public disclosure, for a period of up to 5 years from the date of its development, of first-produced data that would be trade secret, or commercial or financial information that is privileged or confidential, if the information had been obtained from a non-Federal party.
New Era Rural Technology Competitive Grants Program (RTP)

The New Era Rural Technology Competitive Grants Program will make grants available to community colleges or advanced technological centers, located in a rural area, for technology development, applied research, and training necessary to produce graduates capable of strengthening the Nation's technical, scientific and professional workforce in the fields of bioenergy, pulp and paper manufacturing, and agriculture-based renewable energy resources.
Small Business Teaming Pilot Program

Sept. 27, 2010, President Obama signed into law the Small Business Jobs Act, the most significant piece of small business legislation in over a decade. The new law is providing critical resources to help small businesses continue to drive economic recovery and create jobs. The new law extended the successful SBA enhanced loan provisions while offering billions more in lending support, tax cuts, and other opportunities for entrepreneurs and small business owners.
The Small Business Jobs Act includes an array of provisions aimed at helping small businesses gain access to capital, compete for federal contracting opportunities, expand exporting opportunities and obtain other assistance to help them grow and create jobs. The legislation authorizes the SBA Administrator to establish a Small Business Teaming Pilot Program for teaming and joint ventures involving small business concerns.
Agriculture and Food Research Initiative: Childhood Obesity Prevention

This crosscutting program addresses the priority of childhood obesity prevention. Obesity is the number one nutritional problem in America. According to the National Health and Nutrition Examination Survey administered by the U.S. Centers for Disease Control and Prevention, prevalence rates for overweight and obesity in children and adolescents have tripled in the past 30 years. One in eight pre-school children is overweight or obese, as is one in six teenagers. These figures are even grimmer for many low-income and minority communities. At the same time, the U.S. food supply contains an abundant amount of foods that are high in energy with appealing taste, but which are low in nutrient content
Agriculture and Food Research Initiative: Foundational Program

The AFRI Foundational Program is offered to support research grants in the six AFRI priority areas to continue building a foundation of knowledge critical for solving current and future societal challenges. The six priority areas are: Plant Health and Production and Plant Products; Animal Health and Production and Animal Products; Food Safety, Nutrition, and Health; Renewable Energy, Natural Resources, and Environment; Agriculture Systems and Technology; and Agriculture Economics and Rural Communities.
