The mission of the Corporation for National and Community Service (the Corporation) is to improve lives, strengthen communities, and foster civic participation through service and volunteering. For more than fifteen years, the Corporation—through its Senior Corps, AmeriCorps, and Learn and Serve America programs—has helped to engage millions of citizens in meeting community and national challenges through service and volunteer action. On April 21, 2009, President Obama signed the Edward M. Kennedy Serve America Act, the most sweeping expansion of national service in a generation. This landmark law not only expands service opportunities, but also focuses national service on key outcomes; builds the capacity of individuals, nonprofits, and communities to succeed; and encourages innovative approaches to solving problems. In alignment with the Serve America Act, this AmeriCorps State and National Notice of Federal Funding Opportunity will focus AmeriCorps grant making in six Focus Areas identified by the Act: • Disaster Services • Education • Environmental Stewardship • Healthy Futures • Opportunity • Veterans and Military Families In order to carry out Congress’ intent and to maximize the impact of the investment in national service, the Corporation is seeking to fund programs that can demonstrate an evidence-based approach to creating community impact and solving community problems. In the AmeriCorps State and National competition this year, the Corporation especially seeks to focus investment on national service programs that improve academic outcomes for children, youth and young adults. This focus reflects the extensive experience and past success of national service programs in education, and aligns with the reform efforts of the Department of Education. In addition, the Corporation seeks to increase its investment in programs that serve veterans and military families, or that engage veterans in service.

The U.S. Department of Energy (DOE), National Nuclear Security Administration?s (NNSA) Office of Nonproliferation and Verification Research and Development (NA-22) is soliciting applications for the research and development (R&D) needs described herein.The NNSA/NA-22, has the responsibility to sponsor R&D activities to improve U.S. National capabilities to detect and monitor indicators of foreign nuclear weapons programs. NA-22 sponsors research in Radiation Sensors and Advanced Materials, Nuclear Forensics, Global Safeguards, Remote Sensing, Radiological Replacement Sources, and Simulation, Modeling and Algorithms, amongst other areas. To meet its mission, NA-22 applies the broad base of U.S. technical expertise to include the DOE National Laboratories, academia and industry. This FOA solicits research grant applications from universities as defined in Section III.A.A. ELIGIBLE APPLICANTSIn accordance with 10 CFR 600.6(b), eligibility for award is restricted to universities as authorized in Section 313 of the Omnibus Appropriations Act of 2009. Each university selected for award will be the lead organization and will be held responsible for managing the entire scope, schedule and cost of the project, to include all reporting. For the purpose of this announcement, the term ?university? means an educational institution in any State that: (1) admits as regular students only persons having a certificate of graduation from a school providing secondary education, or the recognized equivalent of such a certificate; (2) is legally authorized within such State to provide a program of education beyond secondary education; (3) provides an educational program for which the institution awards a bachelor?s degree or provides not less than a 2-year program that is acceptable for full credit toward such a degree; (4) is accredited by a nationally or regional recognized accrediting agency or association, or if not so accredited, is an institution that has been granted reaccreditation status by such an agency or association that has been recognized by the Secretary of Education for the granting of reaccreditation status, and the Secretary of Education has determined that there is satisfactory assurance that the ins titution will meet the accreditation standards of such an agency or association within a reasonable time. Another restriction imposed in accordance with 10 CFR 600.6(b) is end-users who are directly supported under the PDP11 program shall be restricted to U.S. citizens. For the purpose of this program an end-user is any individual whose services and/or position is supported by direct funding under this program. The NNSA/NA-22, has the responsibility to sponsor R&D activities to improve U.S. National capabilities to detect and monitor indicators of foreign nuclear weapons programs. As such, it is important to restrict the eligibility to U.S. citizens. Several of the NNSA goals are not achievable by foreign nationals nor permanent residents. Enabling collaborative research relationships between universities, the National Laboratories, and other government agencies is exceedingly difficult for foreign nationals or permanent residents to accomplish due to access restrictions at government facilities. Transitioning technology from universities to National Laboratories is more challenging and requires exposure and context for the research in the national nuclear security environment. Generally, this requires U.S. citizenship for access to information and even visiting facilities. NA-22 applies the unique skills and capabilities of the NNSA and DOE National Laboratories and facilities to meet the nonproliferation R&D requirements necessary to close nonproliferation technology gaps identified through close interaction with other U.S. government agencies and in support of US government policy. The program will not meet its objectives without restricting the individual participants to U.S. citizens.
